DTCP vs CMDA Approval: What’s the Difference?

If you’re buying a plot or a flat in Tamil Nadu you’ll hear the words CMDA and DTCP thrown about all the time. You’ll hear “fully approved” all the time from the sellers. The question is, approved by whom? That one little detail is going to determine whether your bank will lend to you, whether you’ll get a building permit and whether your money is actually safe.

The good news is the difference is simpler than it sounds. Let’s break it down .

Quick answer (DTCP vs CMDA):

CMDA (Chennai Metropolitan Development Authority) is the authority that approves layouts and buildings in the Chennai Metropolitan Area. DTCP (Directorate of Town and Country Planning) is the authority that does so in the rest of Tamil Nadu. They’re both governed by the same law and the same building regulations so neither is better. What matters is that your property is approved by the authority that actually covers that property.

What is CMDA approval?

CMDA approval is the planning permission granted by the Chennai Metropolitan Development Authority for layouts and buildings within the Chennai Metropolitan Area (CMA). It certifies that the project is in accordance with the Chennai Master Plan, the land use zoning and the building regulations.

CMDA was set up in 1972 as the Madras Metropolitan Development Authority and became a statutory body in 1975 under the Tamil Nadu Town and Country Planning Act, 1971. For a long time its area was 1,189 sq km (Chennai city and the surrounding suburbs). (CMDA policy note 2024-25)

In October 2022 the government ordered the Chennai Metropolitan Area to expand to 5,904 sq km adding in parts of Kancheepuram, Tiruvallur, Chengalpattu and Ranipet districts (G.O. Ms. No. 184).

Important for the buyer: The handover of these new areas from DTCP to CMDA has been on a phased basis. The press have reported that DTCP continued to do the town planning for the areas that were added during the course of the merger. So a project/plots in Chennai, Chengalpattu or Sriperumbudur could have a valid DTCP approval even though that area is now part of the expanded CMA.

CMDA approval usually covers:

• Layout and sub-division approval for plots

• Planning permission for houses, apartments and commercial buildings

• Land-use checks against the Master Plan zone

What is DTCP approval?

DTCP approval is the layout or building permission issued by the Directorate of Town and Country Planning for areas outside the Chennai Metropolitan Area. So think Coimbatore, Madurai, Tiruchirappalli, Salem, Vellore and all the little towns and villages in between.

DTCP operates via regional offices and Local Planning Authorities (LPAs). When it approves a layout, the developer gets a layout number (often written as “LP No.”), and the land allocated for roads and parks is conveyed to the local body by way of gift deed. Recent approval orders show numbers in a format like “SWP/DTCP/Chengalpattu District – LAYOUT No.52/2025.”

In simple terms, DTCP approval tells you three things:

• The land is in a zone where housing (or your intended use) is allowed

• Roads, open space and public-purpose land meet the state’s minimum standards

• The local body can legally give building permission, power and water connections

The takeaway:  A CMDA approval is no stronger than a DTCP approval. They’re both valid in their own right. The only issue is if you have the wrong type of approval for the location or indeed if you have no approval at all.

Which is better for the buyer? CMDA or DTCP?

Neither. Ask a different question: “Is the property actually approved by the correct authority and is the approval legitimate?”

Choose based on your requirements. If you’re working in Chennai and you want easy access to jobs, schools and hospitals then a CMDA area property is the way to go. If you’re after more land for your money or are looking at a long term plot investment in a burgeoning town then a DTCP approved layout may be the better option. Both are eligible for home loans from the major banks provided the documentation is in order.

How to check CMDA or DTCP approval (step by step)

1. Ask the seller for the approval number and year. For layouts it’s the LP or layout number and for buildings it’s the planning permit number.

2. Establish which authority has responsibility for the location. Check whether the village or survey number is within the CMA, a Local Planning Authority or a DTCP regional office.

3. Check online. Go to the single window portal at onlineppa.tn.gov.in or the DTCP site (tcp.tn.gov.in) and search for the approved layout by number. Select the correct approving authority as the right layout may well come up with no record at all.

4. Match your plan to your plot. Check your plot number, size and road access against the approved layout map.

5. Check the land records and verify patta as well. The patta, the encumbrance certificate (EC) and the title should all correspond to the approved survey numbers.

6. If in doubt visit the office. Take the documents to the CMDA office, the DTCP regional office or the LPA for confirmation in person.

Red flags to watch for :

• “Panchayat approved” or “approval in process” with no layout number. A panchayat cannot approve a layout on its own.

• A layout number which isn’t visible on the official portal.

• Plot sizes or road widths that don’t match the approved plan.

• Parks or open space land being quietly sold off as plots.

• Pressure to pay the advance prior to you being able to verify the documents.

If in any doubt at all, just spend a little bit of money on a property lawyer. It’s a lot cheaper than having an unapproved plot later on.

Final thoughts

The DTCP vs CMDA issue isn’t one of which approval is better. It’s about where you are and whether the approval is genuine. Work out which authority covers your plot, check the approval number on the official site and cross-reference it with your land records. Do those three things, and you’ll avoid most of the headaches that catch first-time buyers in Tamil Nadu. At Adityaram Properties – Real estate company in Chennai, we believe a plot should come with clarity, not questions. We share the approval details, layout plan and land records for our projects upfront, so you can verify them yourself before you decide. If you’re unsure whether a plot falls under DTCP or CMDA, or what a document means, our team is happy to walk you through it.

Frequently asked questions

What is the difference between DTCP and CMDA?

The area they cover. CMDA deals with projects within the Chennai Metropolitan Area; DTCP deals with projects in the rest of Tamil Nadu. They both operate under the same Act and same building rules.

Is CMDA approval better than DTCP approval?

No. Both are equally valid legal approvals. The correct one is simply the one that applies in the location of the property.

Can a DTCP approved plot be in the Chennai Metropolitan Area?

Yes, particularly in the areas added as part of the 2022 expansion. Any layouts approved by DTCP prior to or during the transition are valid.

Do banks give home loans on DTCP approved plots?

Yes. The vast majority of the major banks will lend on both DTCP and CMDA approved plots provided the title and the approvals are clear.

Can you build a house on an unapproved plot?

It’s a very risky proposition. You may well find you can’t get building permission, you can’t get the utilities connected or you can’t get a bank loan. Some plots can be regularised under various government schemes but that takes time and money.

How long does DTCP or CMDA approval take?

For a clean application it generally takes a few months and it can take longer if the authority does raise any queries.

Where can you check online whether approval has been granted?

On the Tamil Nadu single window portal (onlineppa.tn.gov.in) using the approval number and year.
